MARTIAL ARTS
Strangely enough, although I consider Emperor Palaptine to be considerably more powerful than Darth Sidious, I do not think he was more skilled. Weather by old age, Dark Side degradation or old injuries, Palaptine was not A physically capable person during the original trilogy. Even though his new clone body allowed Dark Empire era Palpatine the benefits of youth, I believe the decades of disuse would have severely degraded his skills with A Lightsaber. However, he was still A master of all seven forms, packed considerable speed and even out-dueled Luke Skywalker in one on one combat. He was, however, later defeated when Luke was empowered By Leia's meditation. In short, not matter what era he is in or how utterly insane he was, Sheev Palpatine was an absolute master of Lightsaber combat.
FORCE POWERS
Many Sith have mastered the Dark Side, Yoda mastered the Light Side, Luke mastered the Force, but Palpatine mastered reality. His Sith lightning could kill Jedi with A single blast. His telepathy had A galactic range. He could transfer his energy from body to body. He could teleport people across the Galaxy. His Force storms could destroy planet surfaces and entire fleets. He could grant people Force powers and sensitivity. When sources claim Palpatine to be the most powerful Sith in history, this is the version I think of.
PSYCHICAL SKILLS
As previously mentioned, Palpatine was faster than even the most powerful Jedi masters, outpacing them with relative ease. His strength was average however and his deteriorating Clone body's caused great mental instability. Palpatine's spirit was effectively immortal and unless A Jedi master sacrificed himself, there was no true way to permanently kill him.
EQUIPMENT
Unlike Most Sith, Darth Sidious prefer the use of Lightsabers with blade colors more commonly associated with the Jedi, such as green and blue. the make of his weapon/s were unknown.
